
Department of Education Planning and Management
All the policies and strategies aimed at the development of educational sector are defined well in the various programs of development adopted since 1999 notably the ” Vision 2020 ” and the EDPRS.
Many efforts contributed to rapid growth of the number of schools. In all respects, the efforts have been made to train teachers. Not only the number of schools has increased, but also the number of pupils and staff members has so, schools have become “education businesses” which need to be managed effectively. The management and the administration of these numerous schools constitute another challenge to which our educational system has to deal with in order to ensure good quality of education. A lot of studies on the efficiency of schools have revealed that school management is very important for schools to provide good quality education. Our education will be effective if our schools are managed by specialists in administration of education.
Moreover, public and private schools in Rwanda, are headed by staff who are not specialists in school administration. Some of them do not even know that this discipline exists. Some courses in psychopedagogy and some notions of management do not allow directors of education at the level of districts, headmasters and the prefects in charge of studies and discipline, to manage well various human and material resources they are in charge of.
As for education planning, it aims at ensuring the relevance between different training courses, the appropriateness between the supply and the recognized demand and developing a well-balanced geographical network of schools. Rwanda is one of the countries with rapid population growth. Education has to follow at same speed, which requires good planning.
This very important domain of education requires, therefore, specialization.
Objectives
This department has the following objectives:
• Train the education administrators and planners who are also theorists, practitioners and researchers;
Train education and administrative inspectors;
Train in the basic and applied research in the domains of school administration and planning;
Carry out a needs analysis: evolution of the number of school children, effects of population growth, the progress of literac in comparison with population growth;
Determine programmes of study and their implementation: general, technological and professional programmes of study, minds of schools needed, the place where new schools should be built, learning and in-service training;
Follow up and assess the construction and repairs of schools done at the level of districts for nursery, primary and secondary schools and at the national level for higher education Institutions;
Work out projects of development of the vocational training for young people;
Do Training course projects for vocational schools in general;
Organize conferences, colloquiums and refresher for administrators, planners and education inspectors.
Performance profile
Students who graduate from this department will have knowledge and skills which will allow them to manage and head schools in a rational way. They will also be employed in school planning projects. They will be able to work as education directors at the level of districts as well.
