Program of Urban Management
Main objective of the programme
The Bachelor’s Programme in Urban Management at Protestant Institute of Arts and Social Sciences (PIASS) will provide both basic management techniques and analytic skills necessary for sustainable and effective management of rapidly evolving urban environments. The curriculum provides every candidate with the opportunity and responsibility to develop a preferred specialty in one or more key areas of practice, such as environmental management; health systems planning; environment impact assessment; urban land use planning; and environmental hazard management.
The curriculum seeks to build students ‘professional judgment skills through applied course work and field experience, while inspiring awareness of, and appreciation for, research and theory from many contributing disciplines. In this way, it will contribute to training and building capacity/skills for our urban managers who will appreciate a multidisciplinary approach in sustainably managing the major challenges that our urban societies face. The graduate of the programme will be expected to develop skills that would enable them undertake situational analysis of the urban areas in regard to human settlements, planning and management issues, develop monitoring and evaluation tools for urban projects and generally be managers who are able to co-ordinate various actors in the urban management.
Programme specific objectives
Specifically, the Programme aims at equipping the student with:
- Knowledge and understanding of urban processes and problems, urban planning and management theories (and practices), methods and techniques;
- An integrated and applied knowledge and techniques of urban planning and management for effective task execution and problem solving in urban areas;
- Capability to effectively communicate in a multistakeholder working environment;
- Skills in strategic management and policy design in urban planning and management sector;
- Skills in a range of relevant areas including governance, urban finance and economics, community ownership and empowerment, sustainable-behaviors;
- Solid foundation and a critical assessment of policy analysis with a systematic exposure to alternative theoretical and political perspectives, with an emphasis on social justice and ethics.
- Basic key knowledge in housing and community development, economic and workforce development, social policy, or finance for community and economic development, environment, energy use and Sanitation;
- Skills in organizing a platform where multi-stakeholders can interact and converge, and facilitate processes using their solid negotiation and moderation skills
The programme is also aiming at:
- Producing urban planners/managers who are confident to apply their knowledge and skills in understanding urban related problems in society and make a useful contribution to the solution;
- Applying knowledge, skills and experiences acquired in urban management to contemporary issues of population, environment and gender;
- Equipping students with knowledge, technical tools, skills and confidence that they will need to take up their responsibilities as community service providers;
- Understanding and exploit contemporary technologies in urban planning and management for the benefit of society;
- Putting in place strategies to support urban planning and management needs of society;
- Providing continuous, relevant and positive contribution to the improvement of urban management in Rwanda;
- Exhibiting relevant knowledge on planning, setting research projects, analyzing results, and using them in solving real problems facing the society.
