Attributions of the Board of Directors of PIASS are the following:

- Giving advice on the Higher learning policy and following-up its implementation in accordance with the PIASS responsibilities.
- Setting up the PIASS internal rules and regulations
- Approving the budget
- Approving the annual report on the use of the funds and property of PIASS on the basis of the Rector’s or internal auditor’s report
- Approving the PIASS short, mid and long-term action plan
- Approving the PIASS annual business plan and the related budget
- Approving the Senate decisions, notably the awarding of degrees, recruitments, promotions, fixing the lecturers and researchers’ salary and allowance, as well as deciding on sanctions inflicted where necessary.
- Approving the Executive Council decisions on the PIASS finances, property and staff management.
- Fixing the tuition fees to be paid by a student and money to invest in the PIASS general services.
- Determining beneficiaries of scholarships and prizes managed by the institution
- Watching overall activities enabling PIASS to fulfill its attributions.
- Approving memorandums of understanding that PIASS signs with other institutions of Higher learning, research centers and other organizations in general.

The Board of Directors meets once in 3 months, requested by its Chair person or Vice-Chair person.

-Academic Senate

The Senate is the supreme organ responsible for academic affairs, research and education within PIASS

The Senate is made up of the following members

The responsibilities of the Senate are the following:

- Devising strategies, programs, academic and research calendars and submitting them to the Board of Directors for approval before their implementation

- Devising strategies and programs for an adequate education to Rwandan citizens.

- Devising academic regulations governing admission and teaching conditions, conduct, examinations, degrees and certificates delivered by the Institution and submitting them to the Board of Directors for approval.

- Appreciating the decisions concerning examinations or other tests and submitting them to the Board of Directors for approval

- Making and submitting to the Board of Directors proposals on recruitment, promotion and, where necessary, penalties to impose on lecturers and researchers

- Making and submitting to the Board of Directors proposals on salaries and privileges of the academic and research staff of the Private Institutions of Higher learning

- Directing and monitoring academic, research and education activities within Faculties, Departments and Centers of the Institution of Higher learning

- Making and submitting to the Board of Directors proposals on the creation, reduction, change, cancellation or the merging of Faculties, Departments and the Institution’s Specialized Centers,

- Preparing and submitting to the Board of Directors an annual report on all the academic, research and education activities in PIASS.

- Carrying out any other activity assigned to it by the Board of Directors.

Executive Council is particularly in charge of:

-Implementing the Board of Directors’ decisions,

-Keeping an eye on the management of the finances and the property of PIASS

-Representing PIASS both at the national and international levels

-Watching over the students and staff’s welfare, education, and good conduct

-Submitting to the Board of Directors the draft of PIASS short-, mid-, and long-term Action Plan;

-Submitting to the Board of Directors the PIASS annual business plan and draft of the budget,

-Preparing the project of partnership between PIASS and other Institutions of Higher Learning, Research Centers and other Organizations, and submitting it to the Board of Directors for approval;

-Preparing and submitting to the Board of Directors the annual activity and financial reports of the Institution

-Carrying out any other activity entrusted to him by the Board of Directors

-Faculty Council

Each  Council of Faculty is composed of the following persons:

1. The Dean of the Faculty, the Chairperson;

2. The Deputy Dean of the Faculty, the Deputy Chairperson;

3. The Academic Affairs Secretary, the Reporter;

4. Permanent lecturers and researchers of the Faculty;

5. One (1) student per Department of the Faculty elected by his/her fellow students.

The Dean of the Faculty of PIASS is elected by the permanent teaching and research staff in their respective Faculties. The election is approved by the Board of Directors upon the request of the Senate. His term of office is of three (3) years renewable only once.

The Head of Department at PIASS is elected by the permanent teaching and research staff in their respective Faculties. The election is approved by the Senate upon the request of the Faculty Council. His term of office is of three (3) years renewable only once.

The Dean of the Faculty and the Head of the Department are responsible for the smooth running of academic, educational, research and administrative activities in accordance with their respective duties.
